What does "winning in Iraq" look like if it doesn't look like what has happened?
The Hussein regime is gone. It has been replaced by a multiparty democratic system. Iraq does not threaten its neighbors with invasion. The US presence in Iraq has been reduced to 2,500 troops.
After a rough start, the Iraqi people figured out that it would be better to stand up and defend themselves against ISIS than live under the Caliphate and they destroyed it, with a little airpower and special forces assistance from the US. Now there is little doubt that Iraq can protect its territorial integrity.
