My sense (as a middle aged middle class white guy who has been publishing games for 30 years) is that this is a trailing analysis of a market which is already undergoing substantial change.

Almost universally my peers agree with your assessment: representation matters and it's very hard to avoid making games for yourself. Most of the mid-tier publishers (and the three big publishers) have started to actively work to diversify our workforces and leadership teams and that trend is only going to accelerate.

Not for nothing: the most successful new game in the past several years is a game about birds, with a bird on the cover, designed by a woman.
